ltsp-update-image create duplicate nbdport

Bug Description
The ltsp-update-image duplicate the number nbdport in the inetd.conf if I use the option --base.
Example:
if my inetd.conf have :
tftp dgram udp wait root /usr/sbin/in.tftpd /usr/sbin/in.tftpd -s /var/lib/tftpboot
9571 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/ldminfod
9572 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/nbdswapd
2000 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/nbdrootd /opt/ltsp/
and I tape
ltsp-update-image --base /opt/ltsp
no change in the inetd.conf the nbdport is 2000
but if I tape
ltsp-update-image --base /opt/ltsp/
the nbdport become 2001 and the inetd.conf have:
tftp dgram udp wait root /usr/sbin/in.tftpd /usr/sbin/in.tftpd -s /var/lib/tftpboot
9571 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/ldminfod
9572 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/nbdswapd
2000 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/nbdrootd /opt/ltsp/
2001 stream tcp nowait nobody /usr/sbin/tcpd /usr/sbin/nbdrootd /opt/ltsp/
