Bug Description
[Impact]
A new Dell platform using DPCD aux to adjust the brightness, we need to backport some patches which are still under discussing.

Verified on new Dell platform which use DPCD aux to adjust brightness and also others which using pwm to adjust brightness, no regression found.
[Regression Potential]
Low, the new DPCD method only taken effect on the platforms which are listed in the quirk.
