[20.04 FEAT] zKVM: Crypto Passthrough Interrupt Support - qemu part

Changing for now to Incomplete until qemu-kvm 4.1 became available.

did this get into qemu 4.1 or at least 4.2 as planned?
Can we call this done once 4.2 is available in Ubuntu or cherry pick this from git - otherwise do you want to punt this to 20.10?

Integration with qemu 4.1
