storage autopkgtest is flaky

storage test on xenial and bionic appear 'good enough' - no regular failures. Let's leave them as is.

the 'storage' autopkgtest passes on all archs now.

other systemd autopkgtests still fail on ppc64el, but systemd tests have always failed on disco ppc64el so those failures can be ignored.

This bug was fixed in the package systemd - 240-6ubuntu5.8
