win: QIF import does not display dates

Bug Description

Homebank 5.2 GTK+ 3.22.16
Windows 10 Pro 17134

Importing QIF from FirstDirect (HSBC UK)
On the Import dialog the Date column seems to be always blank.
However it appears the data actually loads OK, but it took me a while to discover that.
So... a cosmetic bug that causes confusion and wastes user time, but ultimately the functionality is OK I belieeve. Ive attached a screenshot of my import run

Even "the cosmetic" designation you call it, I would like to investigate on this for sure, as I do not reproduce this at all with the 180 QIF file I own...

So I really need of file or part of a file to going any further.

My apologies for the delay!
Attached is a sample of my QIF files format. I have opened it to change the
descriptions to anonymise it, then saved the file.
This might make a difference, I don;t know

My PC runs Win10 Pro 64 bit
My Region is United Kingdom, Language is UK English, time zone is UTC+0:00

reproduced on my win 10 64 with fr-FR locale

fixed.

for the posterity
use of %F format to display date, which is not fully compatible under ms windows
revert back to %Y-%m-%d
