resource get fails, resource already staged

Bug Description
I've not seen any indication of this happening prior to juju 2.0 beta-14.
I've implemented resources in the etcd charm, and during deployment the resource failed to make it to the unit with the following output in the log:
2016-08-12 16:53:26 INFO worker.uniter.jujuc server.go:174 running hook tool "resource-get" ["etcd"]
2016-08-12 16:53:27 INFO install error: could not download resource: HTTP request failed: GET https:/
2016-08-12 16:53:27 INFO worker.uniter.jujuc server.go:174 running hook tool "resource-get" ["etcdctl"]
I'm not certain what this error means, or how to correct the behavior I'm seeing.

This issues must have been addressed as part of resource performance improvements that went in since this report was filed.
I can no longer reproduce it with 2.1 tip (heading into 2.1.0 final), LXD 2.4.1. There are no "resource-get" hook errors in logs on charm deployment. I have deployed cs:etcd-23.
