Bug Description

Detailed bug description:
 After upgrade from 8.0 to 9.0 OSTF is inaccessible for old environemt

Steps to reproduce:
 1. Deploy Fuel 8.0
 2. Deploy cluster
 3. Upgrade to 9.0
 4. Try to run OSTF

Expected results:
 OSTF accessible and may be ran

Actual result:
 OSTF is inaccessible

Reproducibility:
 Always

Description of the environment:
 Fuel 9.0 RC2

Additional information:
 Web UI contains information: 'OSTF server is not available.'

    murano_glance_artifacts_plugin backward compatibility

    murano_glance_artifacts_plugin was moved from additional
    components to murano settings in mitaka. Thus, need to
    add backward copmatibility for old environments after
    upgrade.
