tp-smapi/speakout: testing now repeatedly failing attempting to install packages

Bug Description
We are seeing repeated failures of previously testable packages seemingly only in older series. Both speakout and tp-smapi are have failed on retry 3-4 times on all architectures:

This is because tp-smapi and speakup sources lack a "Package-List:" entry in "apt-cache showsrc". These two packages haven't changed between oneiric and xenial (tp-smapi), or between oneiric and wily (speakup), so it's plausible that before precise some dpkg or Launchpad change caused Package-Lists: to get added.
