viking is compiled against wrong version of libmapnik

Bug Description
Viking versions 1.5.1-1 (wily) and 1.6-1 (xenial) both are compiled against libmapnik 2.2, which has been superseded by libmapnik 3.0 in wily and up. This prevents Viking from starting with the following error:
viking: error while loading shared libraries: libmapnik.so.2.2: cannot open shared object file: No such file or directory
Compiling Viking from source with libmapnik 3.0 works as expected.

I've reassigned this to the viking package, because it's not something the mapnik package can fix.
viking is not a reverse dependency of mapnik in Debian, so I wonder how this is being picked up in Ubuntu.
