Bug Description

The cross-toolchain base packages are currently failing to build, because linux-source is trying to build the linux-cloud package. This fails because dh-systemd isn't (and shouldn't be) installed.

The linux packaging should be fixed to not try to build the linux-cloud package as part of a stage1 build.
