Bug Description

https://blueprints.launchpad.net/keystone/+spec/notifications only implemented notifications for projects and users.
We should add notifications for groups and roles as well.

Note https://bugs.launchpad.net/keystone/+bug/1226132 was made to issue notifications for domains

Be more specific about which entities, so that this bug is a bit less open-ended :)

I changed the scope of the bug and patch to just add notifications to roles and groups for now. Trusts behave a bit differently and should be addressed in their own bug when demand is seen.

    Add notifications for groups and roles

    Currently, we only issue notifications for projects, users and
    domains. This patch will add support to issue notifications for
    groups and roles. Notifications will be sent on create, update
    and delete.

    I've also updated tests to include tests for projects and users.
