Bug Description

The "Cooldown" property for ScalingPolicy and AutoScalingGroup resources is marked as implmented in the schema, but is actually ignored.

We should implement the Cooldown functionality so these properties work as expected.

    heat engine : AutoScalingGroup implement Cooldown property

    AutoScalingGroup schema accepts Cooldown but it doesn't do anything
    so implement Cooldown in a similar way to Scaling Policy
