2.11. Display Focus
For multi-display setups, the notion of which display has focus is important, for considerations such as which display to route OS-level keyboard shortcuts to, where to place new windows, and where to display notifications.
The display which has focus, at any given time, is the display which currently contains the mouse cursor. Based on this, the user should be able to confidently predict how keyboard shortcuts will take effect on multi-display setups, and where new windows and notifications will appear.

2.16. Alt+TAB
Alt+TAB will continue to function as it currently does. The Alt+TAB panel will appear on the display which has focus.
