notification for the instance metadata change is missing

Bug Description

It would be good to have a compute.instance.update notification when there is change in the instance metadata. Currently, the notifications are being trigger for other changes in the instance. metadata being separate db table needs a notification. It would be best to include this in the same compute.instance.update event where there is all other info about the instance as well. (Basically a generic notification for all changes)

Implements sending notification on metadata change

    It would be good to have a notification sent every time there is change
    in the metadata. This merge prop implements sending a
    compute.instance.update event for the above change.
