Network printer install fails, causes printer problems

Bug Description
Using the system add printer tool makes an unusable network printer (Xerox Phaser 88650 DN)
We get the error message "Printer does not support IPP/2.0, trying IPP/1.1."
The printer goes into a loop of rebooting when this happens.
Workaround: set up the printer using Appsocket/Jetdirect via IP in the CUPS interface.

Adding comment: The workaround only sort of works. I can use a ljet4d (PCL5) PPD which fails with fonts and fails with images and fails with colour but at least prints.
Other drivers give: ERROR: undefined OFFENDING COMMAND ~stack: ~MARK~MARK~MARK
partway through printing.
