I talked to Jelmer about this at the bzr-sprint at uds-m.
He would really like this sort of thing to *not* live in the workingtree,
because it makes it quite difficult to rountrip it to foreign vcss.
So the idea was to put it in .bzr/branch/rules but then it needs to
get propegated like .bzr/branch/tags - which is more work.
I was looking at this a while ago but got sidetracked.
