The new driver version 12-1 available from http://support.amd.com/us/Pages/AMDSupportHub.aspx finally fixed it for my notebook with HD4650. All animations and so are fast and smooth. For installation you will need to download the package from the site above.

The following steps only work if you were using the fglrx before!

At my system 2 additionally packages were needed:
sudo apt-get install execstack dh-modaliases

go to your download folder:
cd Downloads

generate the Debs:
sh ati-driver-installer-12-1-x86.x86_64.run --buildpkg

install the Debs:
sudo dpkg -i fglrx*.deb
