Comment 2 for bug 251301

On reflection I think it might be better to put the config key in app instead of bar since bar is more about the rendering of the actual bar by the core and currently AFAIK has no config keys that impinge on awn-efffects behaviour.

Anyone object to me applying the patch with that one modification?
