I think it's a good idea. I absolutely cringe at the idea of of editing of gtkrc files.

With the work going on with RGBA support in the gtk theme engines I'm looking forward to being able to rip a bunch of customized cairo code out of applets like system monitor and leave just the basic gtkrc support :-)
