DART 6.13 packaged for Gazebo

PPA description

Mainly designed to work with Gazebo Harmonic in a Jammy environment (6.12 official).
It adds a package named libdart-core+collisions+odelcpsolver6.13 that package together the libs in the package name and change the -dev files to use 6.13-dev not to conflict with DART Jammy ones.

You can update your system with unsupported packages from this untrusted PPA by adding ppa:openrobotics/dart6.13-gazebo to your system's Software Sources. (Read about installing)

sudo add-apt-repository ppa:openrobotics/dart6.13-gazebo
sudo apt update
