these 2 tests fail in XQuery 3.0.

I checked in the latest revision, r11213 and:
- test eqname-012 was indeed fixed

but test eqname-013 is still failing, here is a part of the ctests log:
Actual: <<out xmlns="http://www.example.com/one">98</out>>
Expected: <<out>98</out>>

Please take into account that you have to set XQuery version to 3.0 in the testdriver and testdriver_mt for the W3C tests in order to reproduce the failure.

The result of eqname-013 test is incorrect. I have filed a bug with the W3C -- http://www.w3.org/Bugs/Public/show_bug.cgi?id=13216 .
