buildout crashes because site_packages are missing

Bug Description
In the newest buildout bin/buildout is generated with python -S in the shebang.
This breaks old behaviour and is a nuisance when relying on site-packages.
It's not mentioned in the documentation that buildout 1.5.0 uses -S and it's also
not mentioned how to disable the -S.
