-c to load another config doesn't work properly with newest = true

I have a local.cfg which removes one part with the -= syntax. When I use -nc local.cfg or -c local.cfg -n or add newest = true in local.cfg then the part which should be removed will still be installed. Without -n or newest = false it works fine.
