console owner brings computer to halt when run from X

Bug Description

$ cat /etc/event.d/test
on bounce
exec echo --Bounced--
console owner

Then run
$ start test
from within an X terminal kills effectively the machine. No input is possible anymore, cpu eats 100%

It's an X bug.

All upstart is doing here is the TIOCSCTTY ioctl on /dev/console

Updated test case, since this issue has re-surfaced in bug #439138:

$ cat /etc/init/test.conf
script
  echo test
end script
console owner

Tried the updated test case with ubuntu-daily 2009-10-12. Started test in a terminal on the desktop. One CPU jumps to 100% as expected.
