User permissions to edit displays in display management

Bug Description
If logged in user is not SuperAdmin, and has been granted access to display management, they should only be shown displays they have permissions to view and security buttons etc should be supressed.
Possibly also supress licensing/email alerts such that user can still edit default layout.
