Wubi install does not use correct keyboard layout

Bug Description
After I sucessfully installed Ubuntu 9.10 within Windows XP via Wubi in my PC, I was unable to log in Ubuntu thru GNOME mode. I am sure the password is correct.
It turns out that the installation assumed an english keyboard layout instead of the actual keyboard layout (German). The keyboard layout in the Windows install is German. It appears that Wubi does not get its keyboard layout information from Windows, instead deriving it from the language?

Richiegs, let's try a little trick. At the login screen, you can press Ctrl-Alt-F1, and you will be moved to text mode. Try logging in using the username and password you have set. If it is successful, you can then log out by typing the 'exit' command. To get back to the graphical login screen, press Ctrl-Alt-F7.
Also, just for a sanity check, double-check both CapLock and NumLock.
