STG with dummies cannot be converted into FST

Bug Description
For STGs the FST is generated by petrify with -bin option. If there are dummies, then Petrify complains about transitions without plus/minus and suggests to untoggle such events.
A possible solution is to allow two options for FST generation:
* Finite State Transducer (basic) [write_sg + draw_astg]
* Finite State Transducer (binary-encoded) [write_sg + draw_astg]
