Wingpanel did not start on boot

Bug Description

When I rebooted elementary os 0.4 the menu items at the top of the screen did not come up, only the apps on the dock at the bottom. When I did Ctrl+Alt+F1 and re-entered the OS it still didn't fix the problem.

OP, does this bug occur everytime you boot, or was it just a one-time thing?
