Bug Description
Wingpanel doesn't turn black when a window is maximised on the main display with certain multi-monitor setups. It seems like the main issue is the verticical position of the secondary monitor - see the attached screenshot.

Can confirm this for a different setup. On my secondary (left monitor), if I maximize a window, the panel turns black; if I maximize on my primary window, it does not. My monitors are equal in size and set in a straight line.
