Allow changing the user and organization in winecfg

Bug Description

Binary package hint: wine

If you install software in Wine that needs a User and Organization, you'll see these strings set as the default:

    Change preferred owner in ~/.wine/system.reg

    Change preferred organization in ~/.wine/system.reg

Instead, it should allow you to change the user and organization in Wine Configuration utility, or, even better, use the information from Gnome About Me as the default.

Whenever possible, we should be using the system settings here - System->Preferences->About Me (on Gnome at least) contains a great default for owner and organization

Not sure how it should handle this cross-platform, though. It would be different for Gnome, KDE, etc. Letting this be changed in the utility would be a good start, though.

It IS possible to change this in Wine Configuration. (In the "About" tab, of course, where it doesn't belong.)

The strings should be changed to something like:

    Change owner in Wine Configuration About tab
    Change organization in Wine Configuration About tab

1. Looks like the Gnome data is actually stored in an entry in Evolution's addressbook(?)

~/.evolution/addressbook/local/system/

2. This would need to work in KDE and other desktops. It would be best if there were an XDG database for this instead?
3. The Wine configuration fields should probably not be in the About tab. I don't think this is intuitive, since "About" is usually used for information, not settings.
4. Either way, the simplest thing that can be changed is to set the default empty string to tell the user the optimal place to set this information (like "Change owner in Wine Configuration About tab").

This bug has not been updated for three years. Is this still an issue i current (1.5.4) or newer wine ?

Is this still a problem? The Owner and Organisation fields of winecfg's About box remain populated after closing and re-opening winecfg. Wine 1.8.4-1ubuntu2 on Ubuntu Yakkety.
