Wired network entry should be available during rescan

Bug Description
The wired network entry seems to be needlessly unavailable during the wireless network scan. Every time you pop up wicd-client (even if it's just minimized) you have to wait 7-8 seconds for the scan to finish before you can do anything with the wired network. This gets irritating when all you're after is managing the wired connection. See dano's note below from http://
