If dekko is installed, clicking this icon will launch dekko. There is no support in gmail yet for mailto urls, and that's what needs to be added.

But note, the related bug of https://bugs.launchpad.net/canonical-devices-system-image/+bug/1370008.
The user should be notified if there are no apps available to handle a given url scheme. There is already a UI design for that and it needs to be implemented.
