rearrangement of toolbar / tooltips for toolbar buttons

Bug Description

The toolbar of wallpaper-stacks currently is very unintuitive to use.
Let me describe what I see when I look at it and never used it before:
1. "New" button that probably creates a new wallpaper slideshow
2. "Open" button that probably lets me open/load an existing slideshow
3. "Minus" button that I don't know what it should be for
4. "Save" button that probably lets me save my slideshow
5. Some document with a tool on it. Perhaps settings?
6. Some star that perhaps could be the help/about dialog

In a "normal" application I expect to have new/open/save document buttons as the first ones on the main toolbar. This is not so in wallpaper-stacks. Furthermore, I have no indication what those buttons could be - because there are no tooltips. Buttons that have no action ("-" and "save" on an empty list) are active but don't do anything when I click them.
List manipulation actions are in the same list as file-save and properties/about dialog buttons.

I suggest you change the layout of the toolbar to the following:
1. New slideshow/wallpaper stack button - this action does not exist yet but would be cool to have
2. Open existing slideshow - this action does not exist yet (see bug #534584), so don't show it yet
3. Save current file - deactivate that when there is nothing to save, i.e. nothing changed
4. space or separator to visually separate it from the following list actions
5. Add file
6. Add folder
7. Remove selected file - deactivate that when no file in list or none selected
8. space or separator
9. properties button
10. about button

All of them should have tooltips! You'll get most of the tooltips automatically from gtk if you use the "correct" toolbar buttons.

I agree the buttons should have tooltips, especially because you guessed all the functions wrong, so that's not really user friendly indeed. The tooltips are added, I hope they will make some things clear. The buttons are actually from stock, so I don't understand why they didn't have any tooltips in the first place.
I currently believe the order is fairly okay, but let me know what you think. I will also grey out the buttons that don't do anything when the list is still empty.
