Selecting a large IMAP folder (e.g., my archive of debian-devel with
over 25000 messages) for the first time takes ages. I didn't check the
time when I first selected the folder, but it must have been at least 25
minutes ago and it's still "Recreating summary...".

I hope it came back eventually? If so, it isn't a bug.
For dealing with large IMAP folders, it is a good idea to use "external external- messages' .
messages". Please check the documentation for
`vm-enable-
