Let me clarify if I understand the issue.

The steps to reproduce this problem is:

1) Install Ubuntu
2) Leave Ubuntu 8.10 CD in DVD
3) Start Ubuntu
-> initramfs

When you do the following it does not occur:
1) Install Ubuntu
2) Take Ubuntu 8.10 CD from DVD
3) Start Ubuntu

Can you try loading the older Ubuntu 8.04.1 and see if this installs
correctly? Will help us to determine if this is a regression.
