Bug Description

In testrun https://solutions.qa.canonical.com/v2/testruns/58827d47-dd2e-4b83-905f-0a94a9f61f78/, which is testing keystone channel yoga/edge/gnuoy (fix for LP: 2015103) with vault 1.7/stable rev 103, ceph-dashboard fails to connect to vault and blocks with status

ceph-dashboard/1 blocked idle 10.246.167.153 No certificates found. Please add a certifcates relation or provide via charm config

I can't find anything in the crashdump indication why this failure is happening.
