Bug Description
~openstack-
ceph deployed with encryption enabled and vault as the key manager.
when vault is init'ed and unsealed, the certificates relations in the deployment are services and certs are distributed, however secrets relations are not and the relations remain incomplete on the consuming service side (ceph-osd in this case).
