Invalid tc_control fails silently

Bug Description

Having an invalid tc_control causes utah to fail silently but return with exit code 1.
(The tc_control file was generated with phoenix, which is another bug: bug #1164191)

Example invalid tc_control that I had:
command: echo "Hello!"
description: Example
dependencies:
 actions: |
   1. Action 1
   2. Action 2
 expected_results: |
   1. Expected result 1
   2. Expected result 2
timeout: 99999

This root cause of this problem is probably what is described in bug1165175
