panel button background stretches on icon resize

Bug Description
As reported by bubuzzz on the forums and confirmed by malac
If a theme is selected that uses a .png file for the panel then the image is stretched on the USP menu button to match the icon size.
This should not happen as the panel then becomes "dis-jointed".
The effect is best observed if the USP menu button icon is resized and you can then watch the .png image stretch.
