console stanza should allow multiple values to support "console log output"

A small number of jobs on an Ubuntu system specify "console output". Crucially, this includes the 'rc' job which handles the SystemV support.

Consider changing the console stanza to accept 'log' and 'output' combined to allow the SystemV facility to be logged in the same manner as other jobs.

No other combinations make sense (note too that 'console log owner' would be a security risk since passwords would be logged).

Note that the SysV service output *is* currently available in /var/log/boot.log.
