init: add D-Bus method to lookup by pid

Bug Description

Please add a function like:

  com.ubuntu.Upstart.LookupPid (Int32 pid) => (ObjectPath job, ObjectPath instance, String process)

To take a pid and return the job and instance of that process. This would be really nice for a task manager type program that shows the available running PIDs and wants to provide upstart options for the services.

The accompanying command should probably be something like:

  # initctl status -p 1234
  dbus start/running, process 1234
