init: single word boot parameters should be made available

Bug Description
We should do something with the single word kernel boot parameters such as "quiet", "splash", etc. We'd then be able to use this mechanism to pick up the sysv compat parameters "single", "-s", "emergency", "-b" and "[0-6sS]" without having to grep /proc/cmdline for them.

The forerunning idea is to automatically create empty running jobs with these names, or if prefixed with "no" or "!" then to place any following job in manual mode.
