"Applying changes" confusing

Bug Description
In Ubuntu 11.04 with the latest update-manager, when package updates are being installed the descriptive text above the progress bar reads "Applying changes". This is likely confusing to new users who are unaware of what "changes" are being applied and would be more assured to see "Applying updates" or "installing updates" given that is their intention.
