Misbehaviour when no application is focused, and nautilus show-desktop-icons is false or nautilus has crashed

Bug Description
When the file manager is not handling the desktop and all windows are minimized the behaviour of unity is erratic, causing: (somewhat intermittently)
* The last minimized window seems to retain focus, even though minimized.
* Flickering of the shadow under the main title bar when the mouse is over the desktop.
* Flickering of the focus triangle when the mouse is over the launcher icon.
* Flickering of the application name in the title bar when the mouse is over the launcher icon.
* Difficulty restoring the application from the launcher: having to click multiple times or restore/launch another application first.
* Alt+F2, Super+ etc stop working.
Step to reproduce:
1. dconf write /org/gnome/
2. Minimize all window.
3. Observe the above mentioned behaviour.

I believe this is a known issue but can not yet find a duplicate bug.
