Unity bar shouldn't overlay full screen videos (dual screen)

Binary package hint: unity
Currently the top panel in the unity launcher overlays fullscreen videos being watched on my secondary monitor. I tested this with totem.
Ideally the panel should not overlay the video, though this then creates another issue in that I can't see the clock when I have a full screen application. (The clock issue might be worked around by potentially having the clock and indicator apps on the same screen as the unity launcher bar)

I think that will be revisited with all the multi-monitor fixes we will have later in the cycle. If you find it fixes by that (not still sure what we will do with multimonitor and panels), do not hesitate to update this bug report.
