Bug Description
The '&removed_scopes=' parameter in Smart Scopes search query may contain duplicated scope ids if a scope occurs both on the list of removed scopes and the list of disabled scopes (this can happen if the QueryBinary of that scope is missing and it has been disabled by the user at the same time).
We should check for duplicates in SmartScopesClie
