chromium doesn't handle extension upgrades

Bug Description
Chromium copies the content of the browser extension into the local home directory. This isn't great considering it is installed globally as well, but the real problem is when the installed extension gets updated the new version never gets copied into the home directory. At a minimum I would say chromium should copy the latest extension on each start.
And to make matters worse, if a user clicks the trash icon in chrome://extensions they can never get the extension back as it gets blacklisted. I think system wide installed extensions shouldn't be removable, just disabled.
