John says this is a bug with autopacking. Running "bzr pack" is said to fix it.

This is bzr bug #437003

If you run "bzr pack lp..." and then re-queue the package, it seems to work. This will fix up the current repository oddness, and get things working again. See bug #437003 to figure out how to help prevent this from happening in the first place.
