webui does not update when ppa-assigner is running

Bug Description
The webui status for a ticket stays on "Landing Process": "Queued" and "Status": "Not started" when ppa assigner is running.
This would not be noticed in normal cases where ppa-assigner only takes seconds to complete, which triggers the bsb within seconds and the webui is updated correctly when bsb is running. But for some reasons (e.g. bug 1291317) when ppa-assigner takes longer time to complete or keep waiting for a free ppa, then the webui saying 'Not started' is not a correct inflection of the status.

There is no workflow step for the ppa-assigner.. so either one would need to be created, or it start the package build step.
