win xp: issue with the 4.1.91 install

Bug Description
Description:
I've installed the exe that Brian pointed me to for 4.1.91 and I got the error in the screenshot attached.
Service:
U1 for Windows
4.1.91 pre-release testing
Steps:
1. Grab the exe file from Brian
2. Install it on an up-to-date windows xp (SP-3 plus additional updates)
3. See the error in the screenshot
Expected Results:
I expect the install to complete with no issues
Actual Results:
Got a popup post install saying that that the qt dashboard was mis configured (see attached screenshot)
